What changes at two
A two-year-old can stack, knock down, sort by one property, and repeat an action to see the same result again. What they mostly cannot do is join two things that require alignment, hold one piece still while manipulating another, or follow a sequence longer than about two steps.

The honest advice for a two-year-old
Buy the age-rated thing for this birthday and the excellent thing for the next one. A household with MEGA Bloks now and Magna-Tiles waiting has made two good decisions; a household with Magna-Tiles now has bought a box that sits on a shelf for a year and loses its novelty before it can be used.
The second piece of advice is less obvious: at two, the best STEM toy in the house is often not a toy. Pouring water between containers, stacking tins, and posting things through gaps teach the same physics as anything in a box, and a two-year-old does not distinguish.
