That published age span is unusually wide.

What the numbers mean in practice
USB-C rechargeable removes the category’s worst failure mode. Coding robots die on AAA cells nobody has. A 2000 mAh tower and a 500 mAh robot mean flat for an hour rather than flat until somebody goes shopping.
A five-year published age range is genuinely unusual. Most of this category publishes two or three years. Four to nine covers a first child and a second one, which changes the value calculation considerably.
No app means no obsolescence. App-dependent toys stop working when the app stops being maintained. A toy that publishes app-free operation has no such expiry.
Physical blocks are shareable. Because the program is laid out in space rather than entered into a device, two children can work on it at once — which almost no coding robot allows.
Who should skip it
A household with very little storage. Robot, command tower and a set of blocks is more to put away than a mouse and some cards.
A buyer who wants the highest ceiling. Botley publishes a 150-step maximum; Matatalab publishes no equivalent figure, so on raw program length we cannot claim it competes.

“App-free and internet-free” is a stronger claim than screen-free and it is worth separating. Plenty of screen-free toys still want an account, an update or a companion app for setup. This publishes none of that, which means it works on the morning it is opened and keeps working in five years when the app would have been discontinued.
The 4 to 9 range is the standout number. Most coding robots publish a narrow band; a five-year span genuinely covers a sibling pair, and it means the purchase is not outgrown in eighteen months.
