What the numbers mean in practice
No instructions is a design decision. Every other LEGO box is a model with a picture on the front. This one is the opposite product: the child decides, and the failure mode is a blank stare rather than a wrong step.
Two baseplates change what gets built. A baseplate gives a build a ground, which is the difference between a floating object and a scene. Most brick tubs at this size include none.

First Builders bricks are deliberately oversized. For a two-year-old that is correct design — small bricks demand a pincer grip and a precision that simply is not there yet.
